On June 18 at the Indiana State Fairgrounds, over 100 professional truck drivers competed in Indiana’s Truck Driving Championships (TDC) for a chance to advance to this year’s National Truck Driving Championships (NTDC) in Orlando, FL.
For the past six years, Driving Ambition has greatly enjoyed sponsoring and participating in this annual event put on by the Safety and Maintenance Council of the Indiana Motor Truck Association. With the help of corporate sponsors and nearly 100 volunteers, this was the smoothest run TDC that I’ve ever been a part of.
This was the first year that Step Van was included as an equipment class. The other categories included Straight Truck, 3-axle Van, 4-axle Van, 5-axle Van, 5-axle Sleeper Van, Flatbed, Tanker, and Twin Trailer.
The first, second, and third place finishers were recognized in each class, with each first place winner qualifying to compete at NTDC. In addition, the Rookie of the Year Award, the Himmel High Point Award, and the Sportsmanship Award were also given to the most deserving driver. Each year a “traveling trophy” goes to the team who has the highest average.
I’d like to congratulate all the champions from this year’s competition and wish them luck as they represent Indiana at the Nationals.

The FMCSA announced that it will not meet its initial goal of publishing a new Hours-Of-Service (HOS) rule by the July 26 deadline set by a federal judge in October 2009. The July 26 date was set when a suit against the FMCSA was settled. [For more background on the settlement that led to a new proposed HOS rule, please visit A Change to Drivers Hours of Service.]
The FMCSA has now indicated that the new HOS rules will be released on or before October 28.
The primary reason for the delay is because of the recent addition of four driver fatigue studies to the docket, which required a reopening of the comment period. The content of these studies has led to considerable debate regarding their relevance in supporting a change to the current HOS. The proposed HOS changes include a possible reduction of one driving hour (from the current 11 hours to 10 hours), a required 30-minute break after a maximum of 7 hours, and a modification to the 34-hour reset provision requiring that it includes two rest periods between midnight and 6 a.m. [For more information on the proposed HOS rule, please visit FMCSA Publishes New Hours of Service Proposed Rule.]
This has become the most contentious issue to face the trucking industry in recent years. If these proposals become law, many industry stakeholders contend that they collectively will reduce the amount of time carriers have to move freight, hinder available trucking capacity, further exacerbate the driver shortage, and promote inflationary pressures on the economy.
In support of the existing HOS rules, the American Trucking Association (ATA) President & CEO Bill Graves stated, “The facts couldn’t be more clear: Since the current rule went into effect, while driving more miles, trucks have been involved in far fewer crashes and no amount of misapplied research can refute that fact. FMCSA should abandon its ill-advised proposal and turn its focus to improving enforcement of the current, effective Hours of Service rule.” He went on to add that any changes to the rule “must be made based on sound science and hard evidence, not political motivations.”

CDL Drivers and Carriers: Mark your calendars! Roadcheck 2011 will be conducted June 7-9.
Operation Roadcheck is a 72-hour roadside inspection and enforcement blitz in which an estimated 10,000 inspectors set up more than 1,000 checkpoints on highways across North America to monitor truck safety compliance. Since its inception in 1988, Operation Roadcheck is the largest targeted enforcement program on commercial vehicles in the world with an estimated 14 trucks or buses being inspected, on average, every minute from Canada to Mexico during the three day period.
The inspections are held in cooperation with the FMCSA, the Pipeline and Hazardous Materials Safety Administration, the Canadian Council of Motor Transport Administrators, Transport Canada and the Secretariat of Communications and Transportation of Mexico.
As in past events, this year's Roadcheck will focus on commercial vehicle and driver safety and security. However, with the advent of CSA, these roadside inspections now play an even more important role. That’s because all inspection violations will become part of your CSA record. The Safety Measurement System (SMS) uses the on-road safety performance of carriers and drivers to identify candidates for interventions, determine the specific safety problems a carrier or driver exhibits, and to monitor whether safety problems are improving or worsening.
Here are five steps you can take to make sure you survive Roadcheck 2011:
- Understand the inspection process. The roadside inspection involves a comprehensive 37-step procedure which includes items related to vehicle, driver and cargo safety. Click here for a complete list of the inspection procedures.
- Know the most frequently cited violations. Last year, CMV enforcement conducted 65,327 inspections across the US. Of those, almost 49,000 were Level 1. 4.4 percent of the drivers and 19.6 percent of the vehicles were placed out of service. The specific driver violations include hours of service, false logs, license issues, age and drug and alcohol issues. For equipment, the most frequent violations include brake issues, tires and wheels, lights, load securement, steering, frames, and suspensions.
- Keep your vehicle clean and well maintained.
- Conduct thorough pre- and post-trip inspections.
- Treat the inspector with courtesy and respect.
